Why you over pay Tax

I sat on a committee back in the early 1980's when we reviewed the idea of a barrage across the severn. It was recommended to the government to build the barrage which would cost £61 million, produce 40,000 jobs building it and 20,000 jobs afterwards covering the marina, wild life sanctuary and maintenance.
There would be a Rail and Road access across the severn on the barrage which would have a toll just like the Severn Bridge does. Anyway the outcome was that it was that the costs were to much.
Now, with the cost almost 500% more they are seriously thinking of builting it!!!!!
ps, at the same time there were plans for five other sites around the UK where similar Barrage schemes were being considered.
I wrote to the Government in 2004 (when renewable energy was in the fore) suggesting tidal barrages should be considered. The reply was,
