Why is it, when girls wear skimpy, revealing bikinis on holiday, they don't mind you staring at them?

It's the same as when they go out into the town on a night dressed in the shortest of skirts and it's bloody freezing! If the lads stare at them they then shout "What you lookin' at?!"
