Photo or Painting?

I don’t know anything about this picture, where the place is, what Country it’s in, who’s picture it is, nothing. It was one of a batch of desktop pictures sent to me by my Son.
What I would particularly like to know is is it a photograph or a painting. or maybe a touched up painting. The bottom left side where there are people looks very much to me as if it were painted, the human figures just don’t look right to me, can anyone enlighten me about it?

It certainly is a lovely photo .... I would never have guessed
it was taken in Norway either.
