There will always be Punters who will fall for marketing techniques. They react to the idea that something is a "bargain", that it is somehow cheaper than before and thus they are getting some kind of special deal. Most of the time they are being ripped off.
What does "50% off" actually mean? 50% off a price somewhere, some place, some time. People have no idea when, or where. Often sale prices are simply fixed. A company will artificially hike the price of items in one branch for a short period of time in some remote place.
So say I set the price of a bottle of milk to £5 in some little supermarket in the back of beyond for a week.
I can then sell that milk in all branches at "50%" off meaning £2.50 and people will think that's a bargain.
It puts me in mind of the great Monty Python and this sketch:
Mrs Non-Robinson: Morning Mrs Robinson.
Mrs Robinson: Mornin Mrs Non-Robinson.
Mrs Non-Robinson: Been shopping?
Mrs Robinson: No, ... I've been shopping.
Mrs Non-Robinson: What'd you buy?
Mrs Robinson: A piston engine.
Mrs Non-Robinson: What d'you buy that for?
Mrs Robinson: It was a bargain !
