Recumbent Tricycles

I see many of these being ridden whilst walking the dog, are the riders of these slightly eccentric?

No, I suspect they are just fairly well off. They are a fairly good bike for touring but personally I preferred the 2 wheel recumbents (which are banned from competitions for a reason - they are very fast). I always wanted a 2 wheel recumbent but couldn't justify the price just to go to work on.

The only disadvantage is climbing hills for obvious reasons you can't "stand" on the pedals.

There used to be a person who rode one locally, I think he was one of the boffins from 'the place up the road'.
I assumed he was disabled , he used to scare me being so low to the ground with trucks looming over him .

How can one see properly to negotiate traffic if one is recumbant? Not being contentious - just curious as I have never seen one of these things in use.
