Vatican says Bishops don't have to report child abuse

The Vatican leased a recommendation today that says Catholic Bishops are not obliged to report child abuse. It was “not necessarily” their duty and only the victims or their families should do so.

Surely this is a sick joke.

I once saw the cover of Private Eye had a picture of two Roman Catholic bishops talking. The caption read

Time was, young men wanted to enter the priesthood

Bishops have never reported themselves for child abuse as far as I know. Correct me if I'm wrong.
But why would they start now? It's not among the 10 commandments.
