Looting.

Looting in flood damaged areas, how despicable is that, how would you deal with looters.

The problem is when you are evacuated you are supposed to leave the doors unlocked so that essential services can enter - gas, electricity etc.,

When my area was flooded a while ago I was one of the last to leave and saw the inmates from a nearby gypsy site coming in droves and looting the empty houses. Talk about kicking you when you are down! The police and the army knew what was happening but were too busy rescuing folk to do anything about it. I would not go until they agreed to let me lock up my house.
