H&A and the birth certificate

I am absolutely fed up of soaps, films, dramas going with the story line that a daddy discovers that his name is not on the birth certificate!!. As far as I am aware, a father is required to be present at the registration of a baby, if his name is to be entered in the 'father' section. Otherwise it would be possible for a woman to name just about anybody as the daddy if he was not required to be there to either confirm or deny. And furthermore, the writers seem to have forgotten that for the early part of young Darcy's life, her mother claimed that Brax was the daddy, even he believed he was.

Perhaps laws are different in Australia ? I did remember Brax was at first thought the father so had thought it odd when they suddenly found out the birth certificate was blank, surely they would have realised that years ago.
