Do you know who this is?

Sorry for the poor quality photo but it was taken from the TV screen. I just wondered if anyone would recognise this man, he lives not far from us and spends a lot of his time at local auctions buying and selling, basically rubbish. Apart from that he still does gigs in various establishments around here. I just thought it would be fun to see if any of you recognised him
