Also, in areas prone to floods, why don't people build large houseboats which would be able to float, rather than houses which rest on the ground? They could pretty much look the same and have the same amenities.
There are Flood Planes, on the Thames, near Reading.
They gave planning permission & built houses on them.
Now, whenever there is a high tide, guess what?
Yes, the houses flood!
