Where exactly did you read this? Sounds very like an urban myth to me- especially the electricity bit. Most waste pipes and mains water pipes are plastic these days.

There could be quite a few reasons, including all of the ones mentioned. As to being highly unlikely, I'm not sure.
Think about this: A short while ago, it was proven that a battery made from a single potato could light a room for a period of 40 days. It goes to reason that a blocked sink might have the capability to make more power than that single potato.
Not in any way trying to promote an arguement, only discussion.
I did see something about that. And think it can be found on the BBC science bit online .
Perhaps it was something akin to this.
