That's because they operate as businesses and have to meet targets and make profits to cover all the overheads, including large salaries for some exec's.

I now realize why, when I take my own shopping bag into shops I get followed around!(I carry my library books in it.) It looks a bit like a gift bag and it's shiny silver!
