I started a club some years ago,and it continued for quite a few years, even after I had to resign as chairman.
At first the best place to start to meet would be a local pub, and then if there is enough interest then look for a suitable venue.
As for advertising, your local newspaper or if you have one a local chat/information web site.

The idea of Carol's friend is a good one.

I know it doesn't help you Maggie, being so far away, but our local Councillors took over a former bowls club clubhouse and transformed it into a local community centre. Providing hirers can prove they want it, for the community, they can rent it at £10 an hour! Therefore our allotment Association hired it for two hours recently to accommodate all our trading shed volunteers for a meeting. In comparison, our nearby church hall charges £24/hour.

Can you see if there are such places near you?

What a great idea.My friends and I have been looking for somewhere else local to go to, we attend a 'Coffee morning' ,which is just tea/coffe /cake and general chat,about 15/20 attend,drop in stay as long as you like ,most stay from 10 am to 1130 am,once a week, run by the Church it is free ,but donation if wished. I used to attend a weekly club ,we paid a small fee for coffee/tea ,biscuit, there were darts,table tennis,bingo, pool,or just sit and chat,but following asbestos in the building that has closed now
