I think there are politicians who would be in favour of the death penalty in certain circumstances. Anyway, the government gave us a referendum on leaving/remaining in the EU - Cameron thought the majority would want to stay - so why not a referendum on capital punishment. Countries need to get together over this and work co-operatively in a single minded effort to help keep their citizens safe from what is an obvious threat. Police cannot do it on their own. Capital punishment is an uncomfortable thought, I know, but personally I think the time has come re-instate it for those who truly go "beyond the pale". We can't put everyone who commits crimes in jail, only to release them - even more dangerous - to do it again. If they are banished to other countries the problem will continue to "fester"
Also the people who decide that these folks can be released from an indefinite sentence are culpable because of their decisions. They have a responsibility as well. How (and why should) our police be expected to implement anything if this is what happens. They must think it is a total waste of time.
